Why do my volume groups fail to activate withfailed: Device or resource busy

Issue

• I have configured aliases in my /etc/multipath.conf file like this:'

        multipath {
                # mpathq
                wwid 3645650970068992605647533036303875
                alias vg_data-data_lv
                uid 24665
                gid 124
        }

• When I try to activate my volume group I get the following error:

device-mapper: create ioctl on vg_data-data_lv: Device or resource busy
0 logical volume(s) in volume group "vg_vgdata" now active
