Adding Bouncy Castle to JBoss EAP in Openshift 3.11

Issue

• BouncyCastle FIPS On EAP Configuration Error. We are using EAP 7.2.4 in a container on OpenShift 3.11. We are building from the 'openshift/eap72-openshift' image stream. We use these security-related command line options to start EAP. This is the error when we start the instance:
