Scheduled retirement generates multiple requests and fails "Cannot continue because VM is retiring"

Issue

• The scheduled VM retirement process generates the expected request and appears to successfully retire the VM; however, while this first request is still running, two additional requests are generated attempting to retire the same service/VM but fail with a message "Cannot continue because VM is retiring"
