Why does rgmanager stop all configured resources when the daemon is starting on a RHEL cluster node?

Issue

Why does rgmanager stop all configured resources when it is starting?
Why do I see rgmanager reporting that it is "Initializing Services" and then stop all of my resources?

Apr  4 16:18:12 node1 rgmanager[16554]: Initializing Services
Apr  4 16:18:12 node1 rgmanager[21189]: [script] Executing /data/scripts/myScript.sh

The service rgmanager stops all the resources when rgmanager starts.

Environment

Red Hat Enterprise Linux Server 5 with the High Availability Add On
Red Hat Enterprise Linux Server 6 with the High Availability Add On
Red Hat Cluster Suite 4
rgmanager
One or more configured services in /etc/cluster/cluster.conf
