Cannot activate host when some iSCSI paths are failed

Issue

Cannot activate a host that was in maintenance mode when some iSCSI paths are failed.
The host is marked as Non Operational status in the manager and continuously fluctuate between UP and Non Operational.
ConnectStorageServerVDSCommand is timing out as per the engine log.
