Add mechanism to detect when messages are overwritten in ring-type queues.
Issue
- The ring flow control policy overwrites the oldest message if the queue size limit has been reached.
- We would like to have a 'queue full' or 'overflow' flag in the queue set if the queue is full and if further writes will overwrite older messages.
