Even though the customer has consumed fewer than the number of entitlements they've purchased for a particular product, the customer portal shows that the number of entitlements remaining is less than zero. This prevents the customer from adding subscriptions to one or more subscription allocations, which in turns prevents them from importing those subscriptions into Red Hat Satellite 6.
