LACP Team does not function as expected when it first comes up
Issue
- A Team using the LACP runner does not use both links. One of the ports is removed from the aggregation without any clear cause.
- Upon closer inspection, each port of the team is sending LACPDUs with different Actor System ID values set.
- Restarting the team may resolve the issue.
