What is the storage pool status of "degraded" in libvirt?

When the storage pool status reports "building", "degraded" or "inaccessible":
- Is it possible to make or delete image file in those storage pool by virsh command?
- Is it possible to get storage pool informations correctly by virsh pool-info?
