How does Red Hat 3scale API Management implements the concept of 'soft limits' and prevents an user from being blocked after reaching 100% of the limit configured?

Issue

In the Integration / Settings section of my API I can configure alerts. I can set an alert when 50% of the rate limit is reached, but also when 120%, 200% or 300% is reached. The latter I don't understand, because when the rate limit is reached traffic should be cut off. In which situations can I reach utilization of 120%, 200% and 300%?
