A bond slave may get non-responsive when using bonding and ARP monitoring
Issue
When using bonding with ARP monitoring and if both links go down, a slave interface may get stuck in a not expected state if the other slave comes up first.

- Red Hat Enterprise Linux 5 or 6
- Bonding
- Any NIC
- ARP monitoring
- Simultaneous link failure
