Unable to install latest version of commons-text bundle in Fuse

Issue

• Unable to install latest version of commons-text bundle in Fuse

• Create one deployable file and install org.apache.commons/commons-text/ bundle,

 <bundle>mvn:org.apache.commons/commons-text/1.6.0.redhat-00001</bundle>

• It always installs org.apache.commons/commons-text/1.4 bundle
