httpd's mod_filter doesn't work correctly in the case of a cgi file.

customer's system configuring httpd's deflating function (mod_deflateandmod_filter), its mod_filter doesn't work correctly when a client accesses a cgi file.

On the system, mod_deflate and mod_filter are configured in /etc/httpd/conf.d/deflate.conf. mod_filter works correctly when a client accesses a php file.

That is, there is the difference of mod_filter's behavior between a cgi file and a php file.
