Admin Portal member user with the "Accounts -- Applications" role cannot edit a Developer Portal Account

Issue

If an administrator is added to 3scale with their role set to Member (access control by group) and Accounts -- Applications selected as an allowed area, they are still not able to edit the details of an Account. When going to Audience --> Accounts --> Listing, and clicking on an account in the list, they do not have an option to edit the account. This is only available if they are granted the Admin (full access) role.
