Why is the timezone string displayed as +0100 and not EEST in the Finnish locale?

Issue

Timezones not being displayed, the date on our RHEL5 server is being displayed without the timezone:

[root@workstation38211 ~]# date
pe 11.9.2009 15:54:44 +0100
[root@workstation38211 ~]#

whereas is should be something like below, with the EEST:
[root@glds_fin_train ~]# date
pe syyskuun 11. 17:57:25 EEST 2009

It's worth noting all these boxes are on a Finnish locale, set to timezone Europe/Helsinki

Also to that, I noticed another VM RHEL5 EM box which wasn't on the Finnish locale and Europe/Helsinki timezone was ok, I changed the locale and rebooted and the problem happens.
