openhpi connection fails with redundant OAs

Issue

• openhpi trying to contact standby OA
• It is supposed to contact only active OA to retrieve events
• We get message on /var/log/messages that openhpi is unable to communicate with standby OA eventhough standby OA ip address is not given in openhpi.conf.
