Why RHEV guests fails when booting via PXE + dnsmasq?

Trying to PXE boot from RHEV-Virtual Client and get the following error:
server.example.com local udp port pxe unreachable, length 429 No filename or root path specified
Environment
- Red Hat Enterprise Virtualization 3.x
- PXE environment where dhcp is managed by dnsmasq
