[Satellite 6] Default encrypted root password on provisioned hosts not working

Issue

We setup default password for provisioned host following the document : Setting a Default Encrypted Root Password for Hosts

After provisioning, default encrypted root password on the client host is not working. We are unable to login to provision host.
