fence_rhevm fails with error "Unable to obtain correct plug status or plug is not available" in a RHEL 5, 6, or 7 High Availability cluster

Issue

When testing the fencing functionality for a 2-node cluster VMs on RHEV I'm getting the following error message:

Failed: Unable to obtain correct plug status or plug is not available

fence_rhevm stopped working after upgrading RHEVM from 3.0 to 3.1G

Environment

Red Hat Enterprise Linux (RHEL) 5, 6, or 7 with the High Availability Add On
Red Hat Enterprise Virtualization 3.1 or later
One or more High Availability nodes using the fence_rhevm agent for fencing
