How can I use kickstart to prevent certain packages from being installed by anaconda in RHEL?

I want to prevent certain packages from being installed, but even when omitting them in a kickstart they are still pulled in

I’m trying to stop a package from installing

I don’t understand why a package is getting installed by anaconda, as it is not in the Base or Core package groups and does not appear to be a dependency of anything.

Red Hat Enterprise Linux (RHEL) 5 and 6
