Unable to create a new Service, update an existing one or sync an Application using OIDC after upgrading Red Hat 3scale On-premises from 2.3 to 2.4

Issue

  • No new API configurations can be stored.

    • The following message is shown for a second in the Admin Portal:

      Couldn't update the Staging Configuration
      
    • And then it stays as:

      There seems to be an error in your Staging Configuration. Please review, fix and re-submit.
      
    • An empty list is returned from the following URL: /admin/api/services/{service_id}/proxy/configs/staging.json.

    • The system-sidekiq pod logs shows the following message:

      Exception -- could not obtain a database connection within 5.000 seconds (waited 5.000 seconds)
      
  • After 3scale 2.4 upgrade, client ID/secret of new 3scale applications are not getting auto created or synchronized in rh-sso.
