Goferd never reestablishes detached link

Issue

Under some scenarios, mainly qpid or qdrouterd restart on Satellite or also in case of wavering/unreliable network connection, goferd loses link to its pulp.agent.UUID queue in qpid broker and it does not attach back.

Therefore, after such scenarios, goferd isn't subscribed to its queue and an errata or package install to that Content Host fails with a timeout error.
