vm is not moved to "Unknown" when a RHEV host becomes non-responsive if power management is not configured
Issue
- A host went "Non responsive" due to a network problem but the VM still showed its status as "Up". I can't connect to it any longer. What happened?

- Red Hat Enterprise Virtualization (RHEV) 3.2
- vdsm-4.10.2-22.0
