Node garbage collection can't prune multi-repo images
Issue
- Image clean-up performed by the kubelet saves orphaned layers referenced in multiple repositories, which leads to node disk pressure.
- Deleting an image with docker using the id throws an error when it is referenced by multiple repositories.
