Have to Control-C after logging in to get a command prompt to show up

Issue

In an environment with multiple Red Hat Enterprise Linux servers, some of the servers have an issue with the command prompt display at login. The password is accepted and the login message is displayed, but the user has to Ctrl-C to get command prompt. No software or configuration changes have been made on the server.
