OpenStack instances fail to be deleted in large dynamic environment

Issue

When deleting the instances in large/dynamic OpenStack environment (hypervisors with several TB of RAM and high instances create/delete rate), some of them occasionally fail to be removed with the error:

libvirtError: Failed to terminate process 29480 with SIGKILL: Device or resource busy

In addition, the following is seen in nova log:

WARNING nova.virt.libvirt.driver [...] [instance: <uuid>] Error from libvirt during destroy. Code=38 Error=Failed to terminate process <PID> with SIGKILL: Device or resource busy; attempt 3 of 3

The instances eventually terminate and processes are removed from hypervisors.
