Configure Image streams with referencePolicy.type:local

Issue

When Image streams is configured with "referencePolicy.type: local" in order to store images in Openshift Internal registry. It is discovered that when the devs are pushing new images version (Jenkins pipeline) the referencePolicy.type of the image stream is replaced by "source".

Is there a way to define "local" as the default policy ?
