device-mapper-multipath fails to set fast_io_fail_tmo/dev_loss_tmo on Red Hat Enterprise Linux 6

When fast_io_fail_tmo/dev_loss_tmo is specified in multipath.conf, multipath/multipathd fails to set the specified value to appropriate rport.

As a result, I/O may not return to upper layer when a path is down.

- Red Hat Enterprise Linux 6 Snapshot8 (upstream bug)
- device-mapper-multipath-0.4.9-23.el6 and earlier
