The command 'oc rollout history' is failing for statefulset on OpenShift Container Platform 3.9

Issue

• A customer, working on an OpenShift 3.9 cluster, reported, that the command oc rollout history is failing for statefulsets on both clusters. The error reported is as following:

error: unable to find history controlled by StatefulSet <statefulset>: controllerrevisions.apps is forbidden: User "test" cannot list controllerrevisions.apps in the namespace "project": User "test" cannot list controllerrevisions.apps in project "project"
