Unable to enable repository after attaching the manifest

Issue

When setting up a Satellite after installing and configuring the satellite I attached the manifest. When I try to enable the repository-set using hammer or web it is not working. On the Web UI it says no rpm repository found and on hammer it displays the following error:

# hammer repository-set enable  --product-id 1 --id 2456 --releasever "7Server" --basearch "x86_64" --organization "Default Organization"
Could not enable repository:
  The path /content/dist/rhel/server/7/7Server/x86_64/os does not seem to be a valid repository. If you think this is an error, please try refreshing your manifest.
