In RHEL, "lpstat -o" and the Web UI are showing "unknown" or "withheld" for some print jobs

Issue

Running lpstat -o as root results in:

# lpstat -o
printer9-2709           lp               32768   Fri Nov  2 16:26:30 2018

but running as a non-root user, the command results in:

$ lpstat -o
printer9-2709           unknown          32768   Fri Nov  2 16:26:30 2018

The Web user interface jobs listing, "Unknown" is shown in the Name column and the User column only lists "Withheld". For example:
