Bond interface does not detect link failure

Issue

• Bonding interface cannot not recognize when the link of a slave goes down.
• Speed or duplex reported by the bond may remain as unknown in case of a link failure.
• Fail over activity on active-backup mode does not take place when one of the slaves is not available.
• Bonding failover is not happening when cable gets disconnected
