qpid-tool not updating exchanges after qpidd start
Issue
When using the qpid-tool with MRG-M 2.3 broker, it seems that the exchanges are only loaded during the tool startup and never updated later. Newly added exchanges are missing and any updates to the exchange statistics as well.
It is a regression, as MRG 2.2 broker shows all the updates properly.
