NO_PROXY virt-who settings are not working after updating virt-who package on Red Hat Satellite 6

Issue

• Virt-who service fail to report guest mapping after configuration, despite the Red Hat Satellite server having access to the Internet through the proxy

• Is the NO_PROXY =* configuration on virt-who disregarded by subscription-manager?

• The hypervisors no longer send reports to the Red Hat satellite server, causing it to fail with the following error:

  error: Tunnel connection failed: 503 Service Unavailable
