[Satellite6] candlepin repeatedly in suspended state as katello_event_queue gets never consumer to fetch messages from

Issue

  • candlepin stays in Suspended state, complaining it can't send a message to event exchange
  • workaround from KCS 3227671 in restarting foreman-tasks does not help; ListenOnCandlepinEvents (LOCE) task gets never subscribed to the katello_event_queue
  • there is a LOCE task running all the time
