Console Doesn't Provide Login, getty.target and multi-user.target are Dead or Inactive

Issue

  • Booting the system doesn't provide a login prompt.

  • The system doesn't reach multi-user mode.

  • multi-user.target and getty.target are showing inactive and dead.

  • systemctl list-jobs shows multi-user.target and getty.target in waiting state.
