OpenShift 3.10 Router fails to start due to missing os_edge_http_be.map

Issue

After upgrading to OpenShift 3.10 Router image, deployment fails due to:

E0920 07:56:17.158615       1 limiter.go:137] error creating config file /var/lib/haproxy/conf/os_edge_http_be.map: open /var/lib/haproxy/conf/os_edge_http_be.map: permission denied
E0920 07:56:22.147168       1 limiter.go:137] error creating config file /var/lib/haproxy/conf/os_edge_http_be.map: open /var/lib/haproxy/conf/os_edge_http_be.map: permission denied
