RHV: after shutting down VM it is in Not Responding state, but the VM is not actually running.
Issue
- VM is in Not Responding state after simultaneous shutdown of several VMs.
- VM actually shut down and is not running.
Environment
- Red Hat Virtualization 4.x
- VM has Port Mirroring enabled on the vNIC profile
