RHV: after upgrading to 4.2, hosted-engine --vm-start-paused does not work
Issue
- The Hosted-Engine VM is always started in running mode even if using '--vm-start-paused'
- Cannot start Hosted-Engine in paused mode to recover root password.
Environment
- Red Hat Virtualization 4.2
- ovirt-hosted-engine-setup-2.2.x
- ovirt-hosted-engine-ha-2.2.x
