Why is my RHEL High Availability cluster node fenced off after an unexpected rebooted if it rejoins the cluster before fencing completes?

Issue

When a cluster node hard reboots or power cycles, if it rejoins the cluster prior to the surviving nodes completing a fencing action against it, it will be fenced off regardless of whether or not it has since rejoined the cluster cleanly
