Ansible Tower upgrade fails with `django.db.utils.OperationalError: fe_sendauth: no password supplied`

Issue

When upgrading Ansible Tower, the setup.sh script fails at the TASK [awx_install : Migrate the Tower database schema (may take awhile when upgrading).] task with the following message:

"django.db.utils.OperationalError: fe_sendauth: no password supplied"
