Network glithes in RHOSP environments. "sendmsg: Invalid" error.
Issue
- Traffic to/from controllers stucks all the time
- Traffic to those hosts which have entry in ARP table work but if host is not in ARP table traffic does not work.

It is impossible to ping IP addresses that doesn't have entries in ARP tables: ping command returns the following error:
ping: sendmsg: Invalid
Environment
A huge number of network endpoints in an environment that was deployed with outdated tripleO templates is a must to meet this issue. At this point the fix is available for all RHOSP versions starting from RHOSP 10, but environments that were deployed before the fix was shipped are still affected.
