RabbitMQ failure on one controller node is affecting whole infrastructure operations; all auth requests are not processed and user are not able to correctly operate on the infrastructure.

Environment

Red Hat OpenStack Platform 10.
rabbitmq-server < 3.6.3-9.el7ost.
