Why Am I Seeing a 'cannot allocate memory' Error During an Ansible Tower Backup at the 'Download the common backup' Task?

Issue

An error like the following occurs in the 'Download the common backup' task when creating an Ansible Tower backup, using the 'setup.sh' script with the '-b' option:

An exception occurred during task execution. To see the full traceback, use -vvv. The error was: OSError: [Errno 12] Cannot allocate memory

Also, the resulting backup does not contain a dump of the Tower database.
