Issue
- Poor TCP transmit throughput with Intel I219-LM and I219-V network interface
- Network performance on Intel I217-LM rev 5 NIC is abnormally slow
- I219-LM

adpater performance halves - Slower than expected transmit rate from RHEL 7.5 to any other system.
- rsync, and iperf3 on system with around 500 mbit/s upload, download is normal.
