CinderNetAppBackendName is not reflected in deployed environment
Issue
When using CinderNetappBackendName in the cinder-netapp-config template, the name provided is not reflected in the deployed environment.
Including a name other than tripleo_netapp in the environment files via CinderNetappBackendName param, the resulting backend name will still be tripleo_netapp.
