OCP installation/upgrade fails with - server doesn't have a resource type "dc"
Issue
Upgrading Openshift Container Plataform from v3.7 to v3.9 or between minor versions on v3.9 fails with the message server doesn't have a resource type "dc".
Running the command manually on the clusters works:
# oc get dc -n default
