It is impossible to create Manila snapshots after active controller was changed
Issue
After active controller node is restarted cluster will migrate manila-share to another controller. As a result, existing shares will contain "host" parameter that is not accurate for existing state of the cluster.
In my case this issue made it impossible to create snapshots for shares with outdated "host" parameter. But this situation may break another feature.
Environment
This issue will occur in Red Hat OpenStack Platform 8 and Red Hat OpenStack Platform 9 environments that were deployed with Director.
Red Hat OpenStack 10 environments with outdated director packages are also affected.
