Unable to create a developer account
Issue
- When trying to create a developer account in the Admin Portal, nothing happens after the
Createbutton is clicked; it should be redirected back to Accounts view with the new account. - Trying to sign up on the Developer Portal results in "Signup disabled" response instead of being redirected to an account signup page.
- There is no user visible error message on UI when account creation fails.
