Team device not operational after reboot

Issue

  • After reboot sometimes there is no connectivity via team device. Team devices are handled by NetworkManager.
  • Sometimes, a team fails to set the active port:
# teamdctl team0 state dump
...
    "runner": {
        "active_port": ""
    },
...

Environment

  • Red Hat Enterprise Linux 7.5 and earlier
  • Teaming interface such as team0
